Requirements:

  • University education, Master Degree is preferable;
  • With at least 10 years experience working in a large international petroleum company with relevant experience in the Human Resources/Training function managing large training projects, and possession of:
  • Knowledge of international Human Resources, development and training principles; development and adult education/learning styles.
  • Specific and deep knowledge in the international oil industry.
  • Experience in implementing organization wide change.
  • Must have proven: Competence to apply modern concepts of employee’s motivation, staff development and strategic resource management in RoK working environment.
  • Competence to develop practical training and development solutions using both international and national institutions / commercial providers.
  • Competence to communicate strategic HR&O Development & Training issues using advanced Kazakh/ English / Russian language skills.
  • Competence to work in multinational complex business environment.
  • Competence to lead, motivate and supervise a specialist team of national staff and, occasionally, specialist contracted resources.
  • Ability to apply industrial training and development principles;
  • Ability to plan, manage and implement complex projects.
  • Strong presentation and facilitation skills.
  • Excellent written and oral communication skills.
  • Strong organization skills.
  • Proven ability to build strong working relationships, internal and external to the organization.

Responsibilities:

  • Formulating, designing, maintaining and implementing and communicating Company strategies and policies related to the staff training, ensuring that they met the operational requirements of the organization and completely fit the purposes and comply with PSA obligations.
  • To diagnose, based on business imperatives, the Learning needs at the organization, team and individual level and recommend strategies to address them.
  • Promoting initiatives for the development and implementation of state-of-the-art training processes, methodologies, equipment and tools.
  • Link nationalization targets and national staff development needs with learning offering
  • Managing and coordinating the forecasting of Company training needs, identifying trends and advising HR
  • Management and operational line managers accordingly ensuring the timely and accurate communication.
  • Managing the interfaces with client departments in establishing future numbers and training programme requirements.
  • Establishing annual PSA budgets and management of the correct deployment of budget expenditure/cost.
  • Developing and maintaining contacts with local educational institutes and universities, with the aim to develop an effective cooperation with RoK Educational Institutions.
  • Act as Asset Manager, for a proper overall management of the Atyrau Training Centre and its facilities, ensuring that ATC premises and activities are carried out and administered in compliance with RoK Laws and Regulations and Company policies, procedures and standards.
  • Oversees the skill development of in-house trainers/facilitators, and establishes bench-strength pool of trainers/facilitators for the course offerings.
  • Coordinating the development and implementation of learning evaluation processes and analysis of feedback in order to effectively evaluate the impact of development activities at organizational, team and individual level.
  • Monitoring and ensuring that all training events are recorded accurately for type of training in training database must be maintained up to date at all times.
  • Partners with other colleagues to ensure that overall training ecosystem functions efficiently for the business, and within the specifications of the employee value proposition.

  • Set new directions for the team and drive performance resulting in achievement beyond expectations.
  • Defining and setting goals, objectives, areas of functional activity and the choice of the best ways and means for their implementation.
  • Motivate, coach and support the team enabling team to reach potential and achieve high performance.
  • Resource and develop Company Learning organization and manage Learning organization’s budget.
  • Priorities the activities and projects that will have the impact on the Learning organization performance.
