Requirements:·        

  • Degree in relevant technical or Engineering Degree (e.g. Health & Safety/Mechanical/Chemical Engineering or equivalent).
  • Longer work experiences in relevant field with supporting safety or related certifications may be considered on exceptional cases.
  • Minimum 6-8 years in Oil and Gas or Petrochemical Industry, in senior role at the site, to have included:
    • preferable experience in supporting HSSE  aspects of Project Management
    • preferable experience in SIMOPS activities procedures;
    • experience in PTW procedures;
    • experience in establishing and implementing accident and incident investigation;
    • awareness in Fire Fighting  and protection equipment;
    • preferable knowledge of Emergency Response  procedures;
    • knowledge of high H2S environment working conditions;
    • awareness of risk assessment procedures- HAZOP/HAZID;
    • knowledge of HSE Data management;
    • knowledge of international and local codes and standards related to safety;
    • experience in preparing HSSE performance data reports and using statistical software packages;
    • preferable experience in HSSE Culture Improvement arrangements
    • preferable experience or awareness  in Contractor HSSE management

Responsibilities:

In addition to ensuring that Project  Programs as part of the overall HSE Plan, enable the Directorate’s conformance with the Company Safety Requirements, advise the Management on issues concerning safety matters:

  • Coordinate on – time delivery of the HSSE package foundation for the Low risk/Medium risk/High risk Projects during its inception, tender evaluation and execution.
  • Ensure timely analysis of the Project HSSE Performance (lagging and leading) and feedback with recommendation for improvement to the attention of Project stakeholders.
  • Develop coaching relationships with the rest of Project Safety Personnel and Projects Construction Team. Focus on helping them achieve Company’s safety culture and continuously improve the Company’s safety performance. This includes the provision of ongoing feedback to them;
  • Lead by demonstrating the required behaviors, attitudes and mindset to further develop a strong Corporate safety culture;
  • Participate in the development of Safety &Health  performance measures, understand the relative value, interpret results and coach/influence staff on how to improve safety performance;
  • Coordinate and Contribute to the Training, Development, Coaching, Mentoring and Competency assessments of Local staff in the area of Oil & Gas Project Safety.
  • Provide support to the Safety Engineers and Project personnel in the interpretation and application of safety rules, regulations and legislation;
  • Facilitate the implementation and administration of Corporate HSSE policies, processes and systems and monitor compliance with all relevant legislation, policies and regulations;
  • Provide consultation and assist in risk identification assessment, hazard analysis and job planning. Develop job aids and methods to assist site personal in these tasks;
  • Monitor site conditions and behaviors to identify risks and provide site leaders with input and recommendations to enhance safety performance;
  • Coordinating and participating in Project Risk Assessment Reviews.
  • Coordinate audit recommendations, and assist in the development of corrective action plans in consultation with Projects Manager;
  • Maintain knowledge of current safety strategies, trends and technologies by developing industry working relationships and participating in exchange groups, associations and committees.
  • Lead Project office staff and the Contractor personnel’s awareness and involvement in Goal Zero Initiatives, including the use of the current safety culture initiative, the SAFE-R card system.
  • Promote safe working practices in the Company operational and non-operational premises and act at all times in accordance with Company HSE and Business Ethics Policies.
  • Monitor leading and trailing safety Performance measures, communicated and managed to drive the Company safety Performance in the desired direction.
  • Leading Support to Project Contract Holders to ensure that realistic HSE expectations are built into Contractual requirements. 
  • Be able to assist a Contract Holder in compiling the safety criteria for Contractors Invitation To Tender (ITT) assessments, Pre-Qualification and Tender Evaluation Plan (TEP) reviews.
  • Supporting in reviewing Contractor HSE Plans and Emergency Response documents and oversee/drive that contracting Companies have suitable and supporting procedures, work instructions, etc. on site and they are implemented satisfactorily on a day to day basis.
